Cory Silkman Defeats Social Work Board!
Court Declares Board Violated the Constitution

Cory Silkman, a professional license defense attorney in Maryland, successfully represented a social worker in an appeal of a decision made by the Maryland Board of Social Work Examiners.
The Maryland Board of Social Work Examiners had revoked the social worker's license after it held a hearing and concluded that she falsified documents; violated confidentiality; maintained dual employment; and violated various standards of practice.
Mr. Silkman appealed the board's decision to the court and successfully argued that the board violated the social worker's constitutional due process and other rights. At issue was whether the board satisfied the actual or constructive notice requirements set forth in the U.S. Constitution, Maryland Declaration of Rights, the Maryland Administrative Procedure Act, and the board's own regulations.
After reviewing the appellate briefs and hearing oral arguments, the court adopted Mr. Silkman's position that the board had violated the social worker's due process rights, and it vacated the board's revocation of the social worker's license.
